1995 vs 1996
I have heard for myself, Steve Hill and John Kilpatrick stand in the pulpit and state that the crime rate has dropped in Pensacola, due in part by the revival at Brownsville. The Pentecostal Evangel reported in their November 10, 1996, edition that "the crime rate has declined. "Different figures are being reported by different people, but the facts do not support these testimonies.
Please note: Brownsville Assembly of God is not located in the City limits of Pensacola it is in Escambia County. The two times I heard for myself the crime rates quoted they made no reference to it being "Youth Crime Rate".
On 08/21/1997:
I spoke with Ginny Graybiel with the Pensacola News Journal about her Jan. 3, 1997 article entitled "Juvenile Crime Falls For The 1ST Time In 5 years" . She said "it was a long time ago and she didn't really remember all of her stats". She did say that "it was very confusing". She referred me to the State of Florida Department of Juvenile Justice.
I also talked with Mike Morris the administrative assistant to the sheriff of Escambia County (Jim Lowman) . He said that he has gotten tons of calls from all over the US about the crime rate. Mr. Morris was very friendly and quite open. He told me that "both the adult and juvenile crime rates went up in 1996, over 1995". I asked him about the Pensacola News Journal's Jan. 3, 1997 article and he said "Ms. Graybiel may of gotten incomplete stats or have gotten other data mixed up with it but that for Escambia County both the adult and juvenile crime rates went up in 1996, over 1995" .
Even though the Pensacola News Journal's Jan. 3, 1997 article
was totally wrong according to all of the hard data and Mike Morris, the administrative
assistant to the sheriff of Escambia County , at least Dr. Brown quoted it
correct on Tue, Aug 05, 09:41PM EDT in ReperNet's Chat Room, that
is correct per the Pensacola News Journal which was wrong . But Scott Volk on
Tue, Jul 29, 08:23PM EDT in ReperNet's Chat Room got it wrong all of the way around.
I have
found out what Ginny Graybiel was quoting in her Jan. 3, 1997 Pensacola News Journal
article. She was quoting the Florida Department Of Juvenile Justice's "DELINQUENCY CASES RECEIVED" report.
This is not a true representation of the Youth Crime Rate.
On 09/01/97 I received from the Florida Department Of Juvenile Justice the Management Report #36 that shows data from 1991-92 through 1995-96.
The truth is that the "DELINQUENCY CASES RECEIVED" for Escambia County has gone down 13% from FY1 1993-94 to FY1 1995-96.
Why the big discrepancy of the Escambia County Sheriff Department
and the Florida Department Of Juvenile Justice?
Two reasons:
#1 . The Escambia County Sheriff Department stats are for the calender year and not for the fiscal year.
#2 . The two department are not counting the same things. The Escambia County Sheriff Department are counting juvenile arrests and the Florida Department Of Juvenile Justice is counting "DELINQUENCY CASES RECEIVED".
What are "DELINQUENCY CASES RECEIVED"?
To quote from the Florida Department Of Juvenile Justice's (Management Report #36) :
Notes on the Data: Cases Received, Youths Referred
The data presented in this section are based upon referrals reported to the Client Information System (CIS) by delinquency workers throughout the state. The number of cases received is determined by counting only the most serious offense for which a youth is charged on any specific date, as recorded on CIS. If the same youth is referred for several offenses on the same date, these would be counted together as one case. If that juvenile is referred for one or more offenses on another date it would be counted as another case. The number of youths referred is determined by counting only the case for which a youth is charged during any fiscal year. If the same youth is referred for several offenses during that year, only one would be counted, using the most serious offense charged in the last "case".
So if little Tommy goes on a rampage. He rapes Sally Sue, kills Jeff because he is Sally's boyfriend, steals
Jeff's car, steals some gas from a 7-11, gets in a high speed chase with the police and
crashes the car into a Escambia County Deputy's car hurting the deputy, then gets
arrested. The Escambia County Deputy's would book Tommy and charge him with eight or more crimes. Then when Tommy
gets handed over to the Florida Department Of Juvenile Justice, they only count one, "the most serious offense".
So the Escambia County Sheriff Department would count Tommy's little spree as eight or more crimes and the Florida Department Of Juvenile Justice Department would count it as ONE DELINQUENCY CASES RECEIVED.
If you add the calender year V.S. the fiscal year with the way and what the two
departments are counting then you can see why Escambia County Sheriff Department may show
a 92.4% increase and the Florida Department Of Juvenile Justice may show a 13% decrease.
The Escambia County Sheriff Department was nice enough to print a
comparison of the crimes 1995-1996. This is something they did above and beyond the call
of duty. It also took longer to do and they faxed it to me. I left the fax header on the
page but blocked out two of the last four numbers out so their fax would not be jammed do
to this page and being nice.

The Pensacola P.D. has changed the reporting of the crime stats. They
dropped the "drug arrest" stats in the 1996 report. I talked with the department
head, Mr. Bragwell and he told me he was not sure why they dropped the stats. I asked him
if he could look up the total drug arrests for 96 and he did. The total drugs arrests for
1996 was "899" per Mr. Bragwell.
If you leave off the drug offences for 1996 the total number of offences were down 12%,
1996 over 1995. If you add the drug stats then the total is up 10%.

All of this to say "the crime rate for both the city and the county was up in 1996". 1996 was a full year into the Brownsville Revival. This to me would not of been a big deal but after hearing the gloating reports over and over about how the Revival was lowering the crime rate . I had to check it out for myself. And the TRUTH IS not in their statements.

What about 1996 vs 1997 So Far?
On Sept. 23rd WEAR TV reported that the crime rate for Escambia County was down 16% in the first half of 1997 as to the same time period in 1996. I did not see this report but I did call the TV station and confirmed the report. I also called Mike Morris the administrative assistant to the sheriff of Escambia County (Jim Lowman) and he also confirmed the stats for the first half of 1997. He also went on to say that the National and Florida State Crime Rates are also down for the same time period.
